Request Manager- Targeted Alert Function

One function that would be extremely helpful in Cobra would be when new requests are entered in request manager, whoever the request is assigned to should then receive a targeted alert that they have a new request. This would make EOC/UCC operations more efficient.

  Would you mind if I copied this to Requested Features?  That is where we track community driven ideas and we encourage people to vote on them.  With that said, we are redesigning our messaging module from the ground up and targeted alerts is something we plan on providing.
